The Office of Vice Mayor Rodrigo “Rigo” Duterte II concluded its first year with a strong record of legislative leadership and responsive public service, reinforcing the Sangguniang Panlungsod’s role in crafting policies that promote public welfare while extending direct assistance to thousands of Dabawenyos.

Throughout the reporting period, the City Council approved 1,499 resolutions and 290 ordinances, underscoring its commitment to responsive, innovative, and future-oriented governance. These legislative measures addressed key priorities in housing, public safety, disaster resilience, environmental sustainability, health, child protection, transportation, food security, and economic development.

Among the most significant legislative accomplishments was the adoption of the Local Shelter Plan (2022–2031), providing a comprehensive framework for addressing Davao City’s long-term housing needs and urban development goals. The Council likewise strengthened child protection through the enactment of the Revised Davao City Children’s Welfare Code, enhancing programs and services for children and families, while also establishing the Bahay Pag-asa for Girls Program to provide rehabilitation and intervention for children in conflict with the law.

In support of agriculture and local livelihood, the City enacted an ordinance promoting and regulating honey bee production, recognizing its importance to food security, biodiversity, and sustainable farming.

Disaster preparedness and public safety remained major legislative priorities. The Council institutionalized the Multi-Hazard Early Warning System (MHEWS) and the Climate and Disaster Risk Assessment (CDRA) to strengthen disaster risk reduction, climate resilience, and evidence-based urban planning. It also established the Smart Emergency Response and Locator–Computer-Aided Response and Emergency Dispatch (SERAL-CARED) System, designed to improve emergency response coordination through GPS-assisted dispatch and real-time communication.

To further enhance public safety, the Council passed an ordinance integrating Artificial Intelligence (AI) Facial Recognition Technology in critical entry and exit points of the city to support border security and law enforcement initiatives.

The City also enacted measures promoting public health and consumer protection, including ordinances requiring front-of-package nutritional information, regulating the marketing of unhealthy food products, and encouraging the procurement of healthier food options. Environmental sustainability was likewise advanced through incentives promoting the adoption of electric vehicles and the development of supporting infrastructure.

Protecting vulnerable sectors remained at the forefront of the legislative agenda. The Council enacted a landmark ordinance against Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM), strengthening prevention programs, victim support systems, and enforcement mechanisms.

Additional ordinances addressed quality-of-life concerns by regulating illegally modified motorcycle mufflers to reduce noise pollution, establishing guidelines for road races and trail running events, authorizing the use of wheel clamps against illegally parked vehicles, and strengthening disaster volunteer organizations throughout the city.

Beyond legislation, the Office of the Vice Mayor remained deeply engaged in community outreach and humanitarian assistance. Through various public service initiatives, the Office distributed 1,838 food packs to families in need. Livelihood and household support reached hundreds of beneficiaries through the distribution of 187 stand fans, 96 single-burner stoves, 81 oven toasters, 37 blenders, 36 electric kettles, and 35 rice cookers. Community and youth development programs likewise benefited from the distribution of 535 basketballs, 522 backpacks, 538 string bags, 280 tumblers, and 201 umbrellas during barangay activities, outreach programs, and civic engagements.

Healthcare services remained a cornerstone of the Office’s public service efforts. During the period, 3,667 residents received free reading glasses, significantly improving the quality of life of senior citizens and individuals with visual impairment. A total of 571 beneficiaries received medical assistance, while 159 individuals were provided financial assistance to help address urgent personal and medical needs.

In times of crisis, the Office responded promptly by distributing 234 food packs to families affected by fire incidents, while also providing five wheelchairs and five emergency tents to residents requiring immediate humanitarian assistance.

These accomplishments reflect more than legislative output or statistics. They represent the Office’s commitment to responsive governance, people-centered leadership, and public service that extends beyond the session hall into the communities it serves.

As Davao City continues to grow and face new opportunities and challenges, the Office of Vice Mayor Rodrigo “Rigo” Duterte II remains committed to advancing sound legislation, strengthening local institutions, and delivering compassionate, accessible, and responsive public service—working hand in hand with the Sangguniang Panlungsod to build a safer, healthier, more resilient, and more progressive Davao City for every Dabawenyo.
